This fountain and its neighboring stupa are at the entrance to a performing and visual arts center at Sentul in western Java.  The landscape architect, Mr. Made Wijaya, requested a 3-tiered, mosaic fountain with a Chinese theme for his client, James Riady, who is of Chinese-Indonesian descent.  Therefore, the fountain's ring-like symbols are drawn from the shapes of ancient Chinese "bi"-carvings - with lots of imperial yellow!  In contrast, the stupa - with  its origins in India - was an integral motif in classical Javanese architecture.
